Overview
The PowerColor Hellhound Radeon RX 9070 XT 16GB is PowerColor's quiet triple-fan RX 9070 XT, the cheapest RX 9070 XT in stock at major US retailers in late October 2026; the RX 9070 XT led Amazon US graphics card sales for much of 2026. It has 4,096 stream processors and 16GB of GDDR6 on a 256-bit bus at 20 Gbps, for 640 GB/s of bandwidth. PowerColor runs it at 3,010 MHz boost out of the box, against AMD's 2,970 MHz reference figure. It is built for 1440p at high refresh rates and 4K with FSR 4.
It is 327 mm long and 49 mm (2.5 slots) thick, so it needs a mid-tower or larger case, and it takes two standard 8-pin cables. Board power is 304W (AMD reference; PowerColor publishes no figure), PowerColor recommends an 800W power supply, and it takes 2x 8-pin PCIe. For cooling it uses three fans (the outer two spin in reverse) on dual ball bearings, six 6 mm copper heat pipes, a nickel-plated copper base, a PTM7950 phase-change thermal pad and zero-RPM fan stop. Other features: dual BIOS (OC at 3,010 MHz, Silent at 2,970 MHz), 12-layer PCB, vented metal backplate.
For local AI, 16GB holds 8B models at 8-bit and 12B to 14B models at 4-bit to 6-bit with a useful context window, and 640 GB/s of bandwidth sets how fast tokens come out. A 32B model at 4-bit needs about 20GB and will not fit entirely. AMD supports RDNA 4 in ROCm, and llama.cpp, Ollama and LM Studio run on it through ROCm or Vulkan; tools that only support CUDA will not run on it.

Questions and answers
Still unsure? Visit the help center or message us.
What power supply does the PowerColor Hellhound Radeon RX 9070 XT need?
PowerColor recommends 800W, which allows for a high-end CPU as well. It uses 2x 8-pin PCIe, standard cables that most power supplies have.
Will the PowerColor Hellhound Radeon RX 9070 XT fit my case?
It is 327 mm long and 49 mm (2.5 slots) thick, so it needs a mid-tower or larger case, and it takes two standard 8-pin cables.
Is 16GB enough for local AI?
For local AI, 16GB holds 8B models at 8-bit and 12B to 14B models at 4-bit to 6-bit with a useful context window, and 640 GB/s of bandwidth sets how fast tokens come out. A 32B model at 4-bit needs about 20GB and will not fit entirely.
Does it work with AI tools that need CUDA?
No. CUDA is NVIDIA-only. AMD supports RDNA 4 in ROCm, and llama.cpp, Ollama and LM Studio run on it through ROCm or Vulkan, so popular local-AI apps work, but tools written only for CUDA do not.
